District Manager
The Castle Pines Metropolitan District is a quasi-governmental political subdivision of
Colorado, founded in July of 1973. It serves the community known as The Village at Castle
Pines, north of Castle Rock and contiguous to Interstate 25. The District became operational in
1981 and began providing water treatment and distribution, sanitary sewer collection,
roadway maintenance, and storm drainage maintenance services to the households and
commercial areas in the Village.
Job Summary
We have an immediate opening for a District Manager to serve as chief executive officer of the
District and to implement Board policy. The District Manager determines and executes
administrative, financial, and operational policies. The District Manager is responsible for
planning, design, construction, operation and maintenance of facilities and the administration
of the business affairs of the District. The District Manager supervises all District employees
and works closely with legal, engineering, auditors and other technical advisors.
 Responsibilities
- Protect all water rights, comply with all sanitation obligations, monitor District rules and regulations for compliance, and ensure compliance with state and local regulations.
- Plan, update and maintain District Conjunctive Use Water Plan.
- Maintain the network of local and major arterial roads.
- Maintain and improve District storm water plan and structures
- Maintain Village sanitary sewer structures and systems
- Prepare budget, including required and necessary publications, legal notices, resolutions, certifications, notifications, and correspondence associated with the adoption of the annual budget and certification of the tax levy
- Propose long and short-term capital improvements consistent with the Districtâs Master Plans
- Coordinate and direct the operation and maintenance services required for each area of District services
- Administer and manage District staff and consultants
- Review developersâ future projects or portions of projects, which will require services from or impacts to the District or its infrastructure
- Responsible for Board meetings, interactions, and correspondence with the Board for the efficient and effective oversight of the CPMD
- Attend and represent the District at meetings with the Castle Pines Village Homeowners
- Association, governmental authorities, utility companies or organizations or companies having interest in or jurisdiction over the District
Minimum Qualifications
- Bachelorâs degree in public administration, civil engineering, construction management, or related field
- Proven Leadership experience
- Knowledge and understanding of renewable water systems
- Understanding of general operations, functions and purposes of a metropolitan district and environmental issues affecting such operations.
- Comprehension of fiscal management and decision-making
- Ability to communicate in an effective manner with the Board, District Staff and all other interested groups including all governmental agencies
- Must possess and maintain a valid Colorado driver’s license
Preferred Qualifications
- A professional engineer with experience in water resource management
- Five years of experience in public sector senior management
- An advanced degree in Public Administration, Engineering and/or Business
- Familiarity with court processes on surface and groundwater water rights, storage rights, exchange filings, and water transmission
Salary and Benefits
- Base Annual Salary Range is $160,000 – $220,000
- Benefits include: medical, dental, vision, life insurance, retirement, disability, and paid time off

Maintenance Tech 2

Seasonal Groundskeeping Jobs
Castle Pines Metro District is looking for positive workers for its landscape maintenance
division for the summer (May â August). Duties: mowing, trimming, planting, trash
removal, misc. jobs, and repairs. Hours: 7 am to 4 pm Mon â Fri.; $14.85 – $17.44 per
hour, depending on experience; beautiful environment. Requirements: 17 years old,
clean MVR, dependable, clean / neat appearance.
