Rights-of-Way

The Castle Pines Village Metropolitan District maintains public rights-of-way (ROW) and utility easements to support essential infrastructure such as roads, water systems, sanitary sewer systems, stormwater systems, and underground utilities. To protect this infrastructure and ensure public safety, there are important guidelines and requirements for any work or landscaping performed within these areas.

Right-of-Way Permits Required

A Right-of-Way (ROW) Permit is required for all work conducted within the public right-of-way, including excavation, utility work, or any construction or improvements that may affect roads, trails, or easements maintained by the District. This includes both contractor and homeowner-initiated work.

Permits help the District ensure that work is performed safely and without damage to public infrastructure. Unauthorized work in the ROW can lead to delays, enforcement actions, or repair costs.

Landscaping in Rights-of-Way and Easements

When planning landscaping for your property, please be reminded that there may be utility and roadway easements along the perimeter. Before planting trees, shrubs or ground cover, preparing a flower bed, or placing landscaping materials (timbers, bricks, pavers, bird baths, statues, decorations, etc.) in these areas, please check with the District at (303) 688-8330 to confirm the location of utility and roadway easements.

Placing landscaping or other items within rights-of-way or utility easements can interfere with District operations. Snow removal in winter and routine maintenance in summer may unintentionally disturb or damage anything located in these areas. The District is not responsible for repairing or replacing landscaping, irrigation systems, features, or other improvements placed in easements or rights-of-way. We encourage residents to plan carefully and avoid placing items in these areas.
